Abstrak

This research aims to examine the implementation of public policy in the issuance of electronic identity cards (e-KTP) in Rengat Barat Subdistrict, Indragiri Hulu Regency. The study employs a qualitative descriptive approach using data collection techniques such as interviews, observation, and documentation. The research findings indicate that while the e-KTP policy has been implemented, it still faces numerous obstacles at the local level. Communication gaps between the central government and local
implementers result in inconsistent understanding and application of the procedures. Furthermore, the limitations in human resources, recording equipment, and internet connectivity hinder the efficiency and quality of service delivery. The bureaucratic
structure is still considered rigid and lengthy, slowing down the process and reducing responsiveness to citizens' needs. Although the personnel exhibit a positive attitude toward public service, the lack of technical training and support affects the
effectiveness of the implementation. Using Edward III’s policy implementation model, it was found that communication, resources, disposition, and bureaucratic structure all significantly influence the success of the policy implementation. The
study concludes that improvements are needed in the areas of communication, capacity building, infrastructure provision, and bureaucratic simplification. Strengthening these components will support more effective and equitable public
service delivery, particularly in rural areas.
