Abstrak

This study is entitled "Analysis of Community Oversight in the Development of Penyaguan Village, Batang Gangsal District." This research is motivated by the importance of community participation in overseeing the progress of village development
to achieve effective, transparent, and sustainable development goals. Community oversight is seen as one of the main instruments to ensure that development programs run according to plan, without deviations, and are able to improve the welfare of residents. This study uses a qualitative approach with descriptive methods, through interviews, observations, and documentation studies with village officials, community leaders, and residents of Penyaguan Village. The results show that community oversight in Penyaguan Village has been carried out, but its intensity still varies. Some residents actively provide
criticism and input in village deliberations, but most remain passive due to limited understanding of oversight mechanisms and access to development information. Factors that support community oversight include the existence of a village deliberation forum, the openness of the village government in submitting reports, and the presence of concerned community leaders. Meanwhile, inhibiting factors include low community literacy regarding development regulations, lack of socialization, and a culture of reluctance to criticize village officials. This study concludes that community oversight plays a significant role in increasing accountability in village development, but it needs to be enhanced through public education, information transparency, and the empowerment of citizen-based oversight forums. This way, village development can be more participatory and targeted.
