Implementasi Penyerapan Dana APBN di Kantor Desa Buluh Rampai Indragiri Hulu Terhadap Program Pembangunan Desa

Abstrak

This research is based on the phenomenon of delay in budget absorption and accumulation of APBN disbursement, which should be used for development and welfare of rural communities. This research using qualitative research through interview and observation methods. The results of the study explained that the implementation in Buluh Rampai Village in the use of APBN funds has tried optimally by adjusting the RPJMDes (Village Medium-Term Development Plan) and RKPDes (Village Government Work Plan) as well as regulations issued by the central government regarding the priority of using funds, but in the implementation of carrying out this has not been able to thoroughly or optimally achieve priorities, especially in the economic sector as Efforts to fulfill the country's ideals in developing local economic potential. While the supporting factors for the implementation are in terms of community participation, human resources, information systems and technology and the inhibiting factors are in terms of disbursement of village funds, government regulations and policies, and natural resource conditions. When connected with the theory that affects the implementation process, it can be seen that the communication and disposition of the village apparatus is good, but in terms of resources, Buluh Rampai Village experiences obstacles due to lack of Natural Resources (SDA) and needs additional Human Resources (HR), while in the bureaucratic structure there are obstacles in terms of regulation and disbursement of funds from the central government which is a little slow and gradual.
