Abstrak

Based on records from the National Waste Management Information System (SIPSN), in 2024 Indonesia was only able to manage about 32.2% of its total waste generation. This condition indicates that existing waste management programs have not been fully optimized, primarily due to the exceptionally large volume of waste produced. One of the regencies/cities with a fairly high level of waste generation is Serang Regency. Serang Regency recorded a waste generation reaching 438,206.52 tons per year. Therefore, the Environmental Service (DLH) of Serang Regency established the Kibin Integrated Waste Treatment Facility (TPST) through the implementation of Solid Recovered Fuel (SRF) management. This study aims to understand the evaluation of the waste management program (a case study of solid recovered fuel management at TPST Kibin). This research employs a qualitative approach with a descriptive method. The theoretical framework used is Leo Agustino's evaluation theory, which encompasses apparatus resources, institutional aspects, facilities, infrastructure and technology, financial aspects, and regulations. The results of the study indicate that the evaluation of waste management implementation using SRF still encounters several obstacles. These obstacles are caused by apparatus resources lacking specific competencies, inadequate financial support, and the absence of a Standard Operating Procedure (SOP) for SRF implementation. However, it was found that the facilities and infrastructure at the Kibin TPST for SRF have been well fulfilled, supported by the availability of adequate facilities and infrastructure as well as properly met data quality standards.
