Abstract

Land registration under the Complete Systematic Land Registration Program (PTSL) at the Indragiri Hulu Regency Land Office is not yet optimal, as evidenced by the discovery of incomplete land registration records in the 2019 PTSL archives following inspections by the Inspectorate of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). Furthermore, limited human resources in the archives also impact management effectiveness. In terms of service delivery, public understanding of the PTSL program remains mixed. Misunderstandings generally relate to the land measurement process and the completeness of documents such as ID cards (KTP) and family cards (KK). However, after outreach, public understanding improved significantly. This study shows that the success of the PTSL program is influenced by the quality of service, effective
outreach, and adequate support from facilities and infrastructure.
