Abstract

This study explores the development strategies of the Village-Owned Enterprise (BUMDes) Redang Sejahtera Mandiri in Redang Village, Rengat Barat Subdistrict, Indragiri Hulu Regency. As a community-based economic institution, BUMDes is expected to play a strategic role in supporting rural economic independence. However, in practice, various constraints are still encountered, including limited human resources, minimal funding allocation, weak infrastructure, and low community involvement. This research employs a qualitative approach with a phenomenological method. Data were collected through in-depth interviews, passive observations, and documentation involving key informants such as the village head, BUMDes managers, and financial officers. The findings reveal that the BUMDes has implemented organizational development strategies based on Koteen’s framework, which includes organizational strategy, resource support strategy, and program strategy. Although efforts such as training, unit business development, and community product marketing have been initiated, the outcomes remain suboptimal due to weak coordination and administrative challenges. SWOT analysis indicates that BUMDes is in a Strength–Threat (S–T) position, suggesting that strengthening internal capacity while addressing external threats should be prioritized. The study concludes that although BUMDes Redang Sejahtera Mandiri shows potential, its sustainability depends heavily on strategic alignment, community participation, and effective management practices. Strengthening governance, improving capacity building, and increasing transparency are critical for long-term impact. This study contributes to the body of knowledge on rural development strategies and provides practical recommendations for similar BUMDes in other regions.
