The establishment of BUMDes is one way to utilize the law that gives authority to the village government to innovate in village development, especially in improving the village economy and welfare for village communities. However, in the implementation of the process, BUMDes often experience slow development and stagnation as happened to BUMDes Bina Usaha Desa Sialang Dua Dahan, therefore the author is interested in conducting a study on the obstacles to the development of Village-Owned Enterprises
(BUMDes) in Sialang Dua Dahan village which aims to describe the factors that hinder the development of Village-Owned Enterprises (BUMDes) Bina Usaha Desa Sialang Dua Dahan, West Rengat District, Indragiri Hulu Regency. This research is a type of research using qualitative research (field research/field study). The results of the study explain that many inhibiting factors in the development of BUMDes Bina Usaha are inadequate management governance, lack of cooperation between BUMDes management and village government, lack of community emancipation of BUMDes so that the business process in
BUMDes does not run well and the human resources of BUMDes management are not yet competent. Furthermore, the dominant factors inhibiting the development of BUMDes Bina Usaha are (1) the competence of Human Resources (HR) is still lacking, (2) lack of cooperation and communication between the village government and BUMDes Bina Usaha, and (3) low community participation.
