ANALISIS KEBIJAKAN PEMBERIAN INSENTIF DAN KEMUDAHAN PENANAMAN MODAL DI RIAU

Abstract

In implementing regional development, the role and participation of investors and the community are needed. To encourage this participation, the Regional Government can provide stimulus in the form of incentives and investment facilities. This research method is qualitative research. The data used are primary and secondary data. The Data Collection Method uses interviews and literature studies. The data analysis method uses the analytical descriptive method. In this method, an in-depth analysis is carried out and then accommodated in the form of coherent language or in narrative form. Data analysis is carried out inductively, starting from policy analysis to then be analyzed using the analytical descriptive method. This study found that the ability to increase regional tax revenues in Riau is not optimal considering that the amount of tax that can be collected from the potential existing tax base is still low. To support the policy of providing incentives for investment in Riau in the future, Riau Province has a very large fiscal space. This high fiscal space is a strength for Riau Province to make breakthroughs to spur economic growth by implementing stimulus policies, one of which is in the form of providing incentives for investment in Riau so that in the long term the tax revenue ratio can be increased. Based on the study, several positive impacts were found if the policy of providing incentives and facilitating investment was implemented in Riau Province. Some of these positive impacts include increasing regional income, triggering regional growth, absorbing local workers, encouraging the growth of vital sectors, encouraging the growth of basic industrial sectors, encouraging the growth of strategic sectors and improving the quality of the Micro, Small, Medium and Cooperative Business sectors. The types of businesses that can be given incentives and/or facilities in Riau Province include, among others, plantation businesses prioritized in downstream sector development of plantation product processing, businesses in the food sector, businesses engaged in the basic sector including seed businesses, fertilizer production businesses and fish feed production businesses, micro, small, medium enterprises, and cooperatives, businesses that partner with micro, small, medium enterprises, and cooperatives, and businesses in the tourism and culture sectors.
