Evaluasi Progam Bantuan Langsung Tunai Pada Desa Lintas Utara Kecamatan Keritang Kabupaten Indragiri Hilir

Village Fund Direct Cash Assistance (BLT-DD) constitutes one of the social protection policies implemented by the Indonesian government to strengthen the economic resilience of vulnerable households at the village level. This study aims to evaluate the implementation of the BLT-DD program in Lintas Utara Village, Keritang District, Indragiri Hilir Regency. The research employed a descriptive qualitative approach involving village government officials and beneficiary households as key informants. Data were obtained through in-depth interviews, direct observation, and documentation review. The analytical framework adopted William N. Dunn’s policy evaluation criteria, including effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The findings demonstrate that the program has contributed to maintaining household consumption and alleviating the economic burden experienced by low-income families. The implementation process was generally carried out according to established procedures and supported by coordination among village stakeholders. Nevertheless, several challenges were identified, including beneficiary targeting inaccuracies, outdated social data, limited complaint-handling mechanisms, and inconsistencies in beneficiary verification. These conditions affected the overall quality of policy implementation and public perceptions of fairness. The study concludes that although the BLT-DD program has generated meaningful benefits for vulnerable communities, improvements in data governance, transparency, accountability, and participatory monitoring are required to enhance policy effectiveness and distribution equity.
